To do this tutorial you will need  

 Toxic Desirez Scrapkit Skullz & Stripez

which you can buy from HERE
And a tube of choice i chose Cute Babe by Arthur Crowe Which you can buy HERE

You will also need eye candy gradient glow you can download this from the net

Now open a new 650 x 650 layer
Go o the scrapkit and open the spaltter and make smaller and place in top right hand of tag duplicate and place in bottom left of the tag merge together and add a noise of you choice
Open the corner starts make small so fit into the bottom left of the tag dulpicate and mirror merge together duplicate and flip them merge together then dupicate this and place at top of the tag merge together
Now open square frame 4 from the scrapkit and rotae till its vertical
now open your tube of choice duplicate twice so theres three and place inside the frame just placed changing position each time
Now click inside the square and expand by 3 invert then on the tube layer placed click delete now do this for all three windows
merge thee three tube layers together and duplicate on the bottom layer gaussian blur 10 on the top layer change the opacity to screen merge these two layers together
shadow of choice to the frame them merge the tube and frame layer together
add a drop shadow of choice
 Now open the stream of stars and turn vertical and place down left hand side of frame duplicate and place down right side of the frame merge these three layers
together the two star layers and the frame layer
Open the fireworks make small enough to fit into one corner and place behind film strip placed before duplicate twice so there three layers all down the film strip on for each window merge these  layers together the freworks and the frame
Open the large blue star place in top right corner duplicate and place bottom right corner
open star and place in center of them both merge these three layers together
Open the hat from within the scarpkit and place bottom right adding a drop shadow of choice to it
Now open the large flag and make small enough to be placed on top of tag change the opacity to overlay
Open one of the hows from the scrapkit make smaller add a drop shadow of choice place two of them and were on the frame layer them merge with frame layer
Open the sparkles from the scrapkit and duplicate one on the top of the tag and one on the bottom merge these two layers together
Open the butterfly from the scrapkit adding a drop shadow of choice and then mirror and place in top middle right of the tag coming off one of the stars
Open up the circle frmae and place between the square frame and the three stars placed before
Open your tube of choice and adding a drop shadow of choice place were desired
Add your copyright and your name of choice adding a gradient glow
and a drop shadow of choice
