To do this tutorial you will need  

 Toxic Desirez Scrapkit Kaboom

which you can buy from HERE
And a tube of choice i chose Beautiful Blonde tube by Arthur Crowe Which you can buy HERE

You will also need eye candy gradient glow you can download this from the net

You will also need penta.com filter this can also be found on the internet

Now open a new 650 x 650 layer
Now go into the scrapkit and choose a paper copy and paste as a new layer Now open the circle words place over the top click inside the circle expand by 3 then invert and delete
on the paper layer Now open your tube of choice if it comes with a close up paste were desired do the same as the paper layer click inside the circle words expand by 3 then invert
and click delete
on the tube layer now duplicate on the bottom layer gaussian blur by 10 on the top layer
change the opacity to screen adding a eyecandy glow white with your settings
 ..i have mine set and the only thing i change is the size of the glow
 but i tend to use medium ..10..100 white add a glow to the circle words
then add a drop shadow of choice now merge these three layers together
 and place top center
Open up the splatter and make small enough to go into the top right of the tag
 then duplicate and place in bottom right of the tag
 then duplicat again and place center right now merge these three layers
 together duplicate and mirror then merge these two layers
 and place at the back of the tag
Now open the Film stip and rotate so it goes vertical open another paper of choice
place behind strip on the strip click inside every window expand by 3 then invert click on the paper layer then delete
Now open your tube of choice and do the same as the paper layer
place behind the the strip click inside all windows expand by 3 invert then on the tube layer click delete
i used the same tube duplicated and moved till i got what i wanted in the window
merge these three tube layers together then duplicate and on the bottom layer click gaussian blur 10 on the top layer change the opacity to lumance legacy now merge these two layers together
click penta.com and on the coloured dot using these settings
60...10...255..255..255  apply
add a drop shadow to the strip layer place that above all two layers the tube windows
and the paper windows now merge together place bottom right of the tag
Open the star from the scrapkit make smaller duplicate your large circle created before
make smaller place behind the star then click inside star expand by 3
click invert then delete on the small circle layer
 using same setting as before use penta.com
 coloured dot again add a drop shadow to the star then merge these two together and add a drop shadow of choice to the star place top left of the tag
Open the bear place on the bottom left of the tag adding a drop shadow of choice
Open the three flowers and place each one behind the bear when satified merge the three flower layers together
Open the butterfly add a drop shadow of choice and place on star
Open the ribbon make it the size of the tag place behind the flower layers
 the teddy layer and the film strip
Open the beading and place to the right of the film strip
Open the bomb and place behind the film strip in the corner
Open the two gold stars and place one bottom of the tag behind the flowers
and one center left behind the flowers placed earier merge these two layers together
Open your tube of choice and place were desired
adding a drop shadow of choice
Open the sparkles and place just in front of the large circle
Add your copyright and your name of choice adding a gradient glow
and a drop shadow of choice
All done
